River crossing that is nearing the end of its useful service life (it was built in 1933). The bridge is located just north of Albany and provides a connection between Albany County and important destinations in Rensselaer County, such as Hudson Valley Community College. While the existing bridge is safe for travel and has no load restrictions, it requires significant NYSDOT resources to maintain and repair the aging components of the structure. For these reasons, the New York State Department of Transportation (NYSDOT) has identified this bridge for replacement. /p> p> Built in 1933, the bridge and its approaches do not conform to present day geometric and design standards and hence other improvements above and beyond a replace in-kind are required. The aged bridge and facilities contribute to its high crash rate resulting in property damage, injuries, and fatalities. Even though there is a narrow sidewalk on the north side of the bridge with a newer connection to the Statewide Empire State Trail, bicyclists must dismount when crossing the bridge. Pedestrian accommodations throughout the project area are not ADA compliant where they exist and are simply lacking in key locations. /p> p> NYSDOT Region 1 is nearing completion of a PEL (Planning and Environmental Linkages) study of the bridge (projected to be completed Fall 2026). A key feature of the PEL study has been community, stakeholder and resource agency outreach to uncover issues and concerns about the existing structure. As part of this process, the study team gathered suggestions and data on how a new bridge, in a new location, with updated multi-modal transportation facilities may better meet the communities needs. As a result of the PEL study, the team discovered the necessity of having safe and continuous bicycle and pedestrian facilities along NY 378 directly, connecting the communities on both sides of the Hudson River. /p> h2>Proposed Project/h2> p> The approximately $518 M project will follow NY 378, extending from NY 377 in Menands to US 4 in Troy (see map). The proposed new bridge will be designed to NYSDOTs current standard with the intent of achieving a 100-year life span and will directly connect communities across the US 32/Broadway & NY 378 junction, the I-787 interchange, and across the Hudson River, providing new options for transit service and access to the waterfront and Empire State Trail. The proposed multi-modal transportation network would connect South Troy from the existing intersection of Route 4 with Route 378 to Route 32 in the Village of Menands via a combination of potential sidewalks and a multi-use path. Extending from Route 32 to Route 377, the project would implement a road reconfiguration and create a multi-use path connecting to existing bicycle and pedestrian facilities on Route 377 (Van Rensselaer Blvd). /p> p>The remainder of the project will consolidate five additional bridges to realign and reconstruct approximately 2.5 miles of NY Route 378 and associated roadways. This will be accomplished by converting two existing interchanges to a Single Point Urban Interchange (SPUI) and an at-grade intersection, as well as improving multimodal mobility to provide a comprehensive transportation network for all users./p> p>Implementing improvements to the Troy-Menands Bridge along with reconfiguring five additional bridges into a SPUI will provide a safer, more effective long-term connection between local communities and businesses, transit, employers, and other destinations on both sides of the bridge./p> p> NYSDOT will be submitting this project for a
